Golf Trolley didn't make it to the Hole

There is water around the local golf course and this cart came out while dredging this water. It was left on the bank, to be picked up later by the municipal service. Presumably it is a golf trolley. Which makes you wonder how it ended up in the water. Did the golf go so bad that the cart had to pay for it? One thing is for sure, the cart didn't make it to the Hole.
