Forgotten Steps

I found these different children's shoes in a parking lot not far from my home. They were so neatly lined up on the edge behind the parking bay. Did someone forget them? Were they put there on purpose? After a few days they were gone again and I have no idea what the story behind the shoes was. The photo continues to intrigue me.
